Procurement Services
The Procurement Services Department is responsible for the general oversight of the organization and administration of the procurement function within the Toronto Catholic District School Board (TCDSB). The procurement structure is based on TCDSB policies and procedures, provincial legislation, and trade agreements.
The TCDSB utilizes the Board’s Purchasing Policy and public sector best practices to:
Source goods and services through a competitive bidding process that is open, fair, and transparent, to ensure equal treatment without preference.
Purchase goods and services at the lowest possible cost, giving due consideration to service, quality, and suitability in addition to price.
Maximize the financial resources and aggregate buying power of the Board.
Initiate and maintain effective contractual relationships with suppliers.
Ensure procurement compliance with the Bidder Public Sector Procurement Directive, provincial trade agreements and any other legislative requirements.
Dispose of surplus/obsolete/non-functional equipment as required.
Competitive Bidding is used to secure quality products, timely delivery and innovative solutions. This process provides significant opportunities for responsive and responsible vendors to supply goods and services to the Board.
Bid Opportunities
Bid opportunities are posted on bids&tenders.com. Vendors who are interested in doing business with the TCDSB can preview summary details of the open opportunities or register to receive notification of tenders, quotations, pre-qualifications, and proposals.
Construction and Design Projects
Only pre-qualified contractors and consultants that are on TCDSB’s approved lists are invited to bid on our construction and design projects. The Board refreshes these lists from time to time through a prequalification process posted on the bids&tenders.com portal.
For major projects (e.g. new/replacement schools, additions, etc.), TCDSB will issue a separate pre-qualification for both consulting and construction.
